Unfortunately I cannot cite a publication that states that the interest portion of a PACE payment is tax deductible.

Your second point is well taken. In fact, I have recently spoken to someone who is actively involved in the writing of the current Feed In Tariff bills in NY State who says that there is language in the bills that prohibits anyone who has taken NYSERDA money for a solar installation to then participate in a future Feed In Tariff.

Two questions: (1) Can you cite a rule, law, or publication that states the interest portion of a PACE payment is tax-deductible? (2) The fourth paragraph mentions the benefits both the NYSERDA rebate (presumably an upfront rebate) and production credit at a FIT rate; are you sure you can receive both the upfront rebate and be accepted for a Feed-in Tariff (sorta a double-dipping of incentive funds)?
